The Dubai Civil Aviation Authority (DCAA) regulates civil aviation in Dubai. On 28 April 2026 it launched the Aviation Consumer Welfare Directive of the Emirate of Dubai, which sets out passengers' rights and the duties of airlines and travel agents.
